In Laramie County School District #1, technology is used purposefully and teacher-directed to support learning—helping students practice core skills, create projects, collaborate, and receive timely feedback.
Through our 1:1 learning device program, every student is assigned a district-managed device to support learning, thoughtfully balanced with hands-on activities, discussion, reading, and movement.

Overview
Laramie County School District #1’s 1:1 Device Program ensures every student has equitable access to a district-managed learning device. Technology is used purposefully and teacher-directed to support instruction, creativity, collaboration, and belonging.
Devices are classroom learning tools that extend opportunities beyond the school day while remaining thoughtfully balanced with hands-on activities, discussion, reading, and movement.
The district centrally manages devices through web filtering and Mobile Device Management (MDM), provides teachers with classroom management tools, and partners with families through guides, parental controls, and support resources. The program also includes a student device pledge, clear expectations for care and use, and an optional insurance plan to help reduce unexpected repair or replacement costs.

How We Deliver on These Goals

Keeping students safe while they learn with technology is a responsibility we take seriously. LCSD1’s 1:1 program includes multiple layers of protection designed to provide appropriate access, safeguard student data, and keep students focused—both at school and at home.
We are also transparent with families: no system is perfect, and the internet is constantly evolving. If concerns arise, we want families to understand the safeguards in place and how to report issues quickly.
Web Content Filtering (On and Off Campus)
All student iPads use district-managed web filtering that works whether students are connected at school, at home, or on public Wi-Fi.
Our filtering system:

Blocks categories of inappropriate or harmful content (such as adult material, violence, gambling, and known malicious sites)

Applies age-appropriate rules
-
Cannot be turned off or bypassed by students

Continues functioning outside the school network
Filtering rules are reviewed and updated regularly as new websites and risks emerge.
Mobile Device Management (MDM)
LCSD1 manages all student iPads through a secure Mobile Device Management (MDM) system. This allows the district to centrally configure, protect, and support devices.
Through MDM, we can:

Install, update, or remove apps remotely

Apply security updates automatically

Lock or locate a lost device

Respond quickly if a device is misused
Students cannot remove district management controls.
Classroom Monitoring & Teacher Tools (Mosyle Classroom)
Teachers use classroom management tools to support instruction and reduce distractions.
Teachers can:

View student screens during instruction

Help keep students focused
These tools are used during school hours to support learning—not to monitor students outside instructional contexts.
App Review & Approval Process
Apps are not freely installed on student iPads. LCSD1 uses a structured review process before approving apps for instructional use.
When reviewing apps, we consider:

Compliance with state, federal, and district policies
Apps that do not meet privacy or instructional standards are not approved.
When Issues Occur
Despite layered protections, issues may occasionally arise. Examples may include:

Our goal is to provide meaningful access to technology while maintaining a safe, secure, and developmentally appropriate learning environment.

The 1:1 device and equipment referenced in this document is currently an iPad, a keyboard case, a Logitech Crayon, a USB charging cable, and a charging power adapter. The devices and equipment are the property of LCSD#1 and are on loan to students who adhere to district 1:1 policies and expectations. The consequences for failure to follow these terms may include the loss of this privilege and/or disciplinary action.
Student Expectations
- Ownership: Title and ownership of all student devices remain with LCSD#1. Student devices are issued to students enrolled in LCSD#1. Students leaving the district are required to return the device, along with its case and accessories, to the school of enrollment, as these items are the property of LCSD#1.
- Students are responsible for the device checked out to them. Students may not loan the device to any other person.
- School devices and accessories will be checked in at the end of each school year and at any date determined by LCSD#1. Students who transfer, withdraw, or are suspended/expelled will return the device and accessories to LCSD#1 at the time of withdrawal.
- Wyoming Statute 21-4-308 allows school districts to withhold diplomas and credits until payment has been made for all indebtedness due to the school district. This statute will be implemented with students who fail to pay fines associated with the school devices and/or accessories.
- Protective Case: Student devices are provided in a protective case. Students must always keep the device in the provided case. Failure to do so may result in damage to the device or void optional insurance coverage.
- Accessories: A charging power adapter and USB charging cable are provided to each student. A Logitech Crayon may also be provided. If a student loses or damages the cable, power adapter, or Crayon, the student is responsible for the cost of replacing the item.
- Privacy: LCSD#1 retains the right to collect, monitor and review the content stored on the student devices. Student devices will be subject to routine monitoring by teachers, administrators, and/or technology staff. Users should have no expectation of privacy when using LCSD#1 equipment or technology systems.
- Students should keep personal information about themselves and others off the device. It is the student's responsibility to keep his/her information secure.
- Loss: If an iPad or Crayon is lost or stolen, students are expected to report the loss to their school immediately and to provide information to help recover it if possible. A police report may be required for lost or stolen device claims.
- Repair & Replacement: Students and parents/guardians are responsible for the care of student devices and accessories. If a device is broken or lost, students may be responsible for the cost of repair or replacement. LCSD#1 is the sole owner of the device and repairs can only be facilitated through district processes. Optional device insurance is available and encouraged.
- If a student opts into the insurance program and accidentally damages their iPad, keyboard case, or Logitech Crayon, LCSD#1 will provide a replacement as quickly as possible at no charge for the first incident. Costs for additional incidents are outlined in the insurance agreement form.
- If a student chooses not to opt into the insurance program, LCSD#1 will communicate a repair cost to the student and provide a loaner iPad while restitution is made.
- Policies & Rules: Students are expected to use the technology device appropriately for educational purposes. The use of the student device is a privilege extended to students and is conditioned upon compliance with the requirements of this handbook, the district’s Acceptable Use Policy, and all other district policies.
- Restrictions: Students are expected to abide by the restrictions placed on devices and not attempt to bypass any limits set by the district or school. Attempts will be monitored and may result in the loss of privilege in using the device and/or disciplinary action.
- District Resources: LCSD#1 will provide a copy of all required apps and content upon request.
- Additional Student Responsibilities:
- Students are expected to have their school device in school each day with a fully charged battery.
- Students are to save documents and other files to their school-issued Microsoft OneDrive or iCloud folder.
- When not in use, student devices should be properly stored and secured.
- The district reserves the right to repossess the device and/or accessories at any time if the student does not fully comply with the terms of this handbook. The district may also choose to limit or withdraw home use privileges or impose disciplinary action for failure to comply.
- The use of electronic devices during instructional times is governed by classroom teachers. Failure to follow the instructions of the teacher may result in disciplinary action.
- If a student is suspected of having illegal information, pictures, content, etc., on his or her school device, law enforcement may become involved with the review of the information and possible consequences.
- Students/parents are responsible for the full cost of any willful, negligent, or intentional damage to the device.

- I will take good care of my device.
- I will never leave the device unattended.
- I will never loan out my device or accessories to other individuals.
- I will know where my device is at all times.
- I will charge my device battery daily.
- I will keep food and beverages away from my device since they may cause damage to the device.
- I will not disassemble any part of my device or attempt any repairs.
- I will protect my device by keeping it in the case at all times.
- I will not alter or modify the case.
- I will use my device in ways that are appropriate, meet LCSD#1 expectations, and are educational.
- I will not place decorations (such as stickers, markings, drawing, artwork, etc.) on my device. I will not deface or remove the serial number or labels on my device.
- I will not add additional apps and content unless advised by my teacher.
- I understand my device is subject to inspection at any time without notice and remains the property of LCSD#1.
- I will follow the policies outlined in the Acceptable Use Policy and Terms and Conditions for Use of LCSD#1 Technology Services while at school, as well as outside the school day.
- I will immediately notify building administrators in cases of damage, theft, and vandalism.
- I will be responsible for all damage or loss caused by neglect or abuse.
- I agree to return the device and accessories in good working condition.

Parents/Guardians are also expected to familiarize themselves with the Student Device Expectations and Student Pledge described above. The LCSD#1 Internet filter works on and off the district network. You are encouraged to set boundaries, safeguards, and expectations for technology use outside LCSD#1’s network. The ScreenGuide app is available to parents and guardians to monitor and control iPads outside of school hours.

Device Insurance at a Glance
LCSD#1 offers an optional $25/year insurance plan to help families cover repair or replacement costs for student devices. The first accidental damage is $0, and the first loss has a $100 deductible. Students who opt in receive quick replacements and support from our Technology Services team.
Participation is optional but strongly encouraged to avoid unexpected repair costs.

- 🔒 Coverage Excludes: intentional damage and loss due to negligence
The optional student device insurance program is intended to help offset the cost of lost or damaged student devices. Wyoming Statute requires that a fine be assessed for lost or damaged school property including technology. The insurance program is optional but can provide significant savings in the event of accidental damage or loss.
The optional insurance policy premium is an annual, non-refundable $25/year payment per device. It is not pro-ratable for partial semesters or enrollments. The amount of the premium may change from year-to-year based on repair/replacement costs and loss/damage rates. The $25 fee will be waived for students eligible for Free or Reduced lunch under the National School Lunch Program.
The following scenarios provide examples of the coverage under the optional insurance program. The optional insurance program for damages is only valid if the device is in the district-issued case (subject to certain district issued devices).

- Additional instances of loss will require the full replacement cost for the device (a police report may be required for loss claims).
- Further incidents of loss or intentional damage will result in the loss of the privilege of utilizing a district device and may require purchasing a new device.
The optional insurance program does NOT cover:
- Loss or damage of cables or power adapters
- Intentional damage
- Damage that occurs when the iPad is out of the district-issued case (if applicable to the device)
- Loss due to willful negligence
- Any damage beyond the third incident
Opting In
The school will offer the opportunity to participate in insurance coverage by assigning a fee called “1:1 Technology Insurance.” To opt in, select the appropriate option during Online Registration or mark the appropriate box in the Device Agreement form and complete payment of the fee before the enrollment window closes. To opt out, mark the appropriate box in the Device Agreement form.
If you choose to not participate in this program, you will be responsible for the full cost of replacement or repair as outlined in Board Policy.
